We explored the first linkage and found that the bonds are indeed strong between infrastructure investment and growth, both short-term and long-term. And while growth is crucial to poverty alleviation, growth can?t do the job alone. A more holistic view of development will help us to judge whether investment in infrastructure is good for society?s well-being. From both an economic and a personal perspective, we want to know if an investment is helping to include its users in the economy, to bring opportunity or advancement to its households.

One proxy of inclusiveness is income equality, and the research shows that, yes, larger stocks and higher quality infrastructure help improve the distribution of wealth. Although income equality tugs at our sense of fairness, as a sole indicator of inclusiveness it feels very indirect and somewhat impersonal. That is, money ain?t everything. For an investment to be truly inclusive, it needs to do something? to provide a service that makes people healthier and happier.

Although the application of Economic Impact Evaluation to the infrastructure sectors is in its infancy, we can see some linkages between infrastructure and development outcomes without stretching our imaginations beyond the evidence. We can say, with some confidence, that:



  • Better public transport networks get us more reliable access to job markets and create cities with less congestion and pollution.

  • Better water and sanitation mean less schistosemiasis (snail fever), diarrhea and infant health problems.?

  • More reliable electricity means more time to study and learn, and the freedom to work out of the home.

All season roads mean better access to markets, schools and hospital? and to cheaper goods.

But does the average citizen paying fuel taxes, utility bills and bus fees think about these indirect impacts?

If not, what do the people want from infrastructure investment? It turns out the answer is tautological: We want the infrastructure service that the infrastructure is supposed to provide. During public consultations for a national Infrastructure Strategy in El Salvador not too long ago, an elderly man in the village of Villa Belen expressed this better than I could.

?The truth is that nobody would move to this town, because there is not a single basic service here. Those who are here now are truly desperate?we are on a boat with many problems, but if we abandon it, we will drown. If somebody would offer me money, I would take it and leave everything here. There is no light, no water, no basic services.?

Time after time, when the poor are asked what their priorities are, it is the infrastructure service itself that surfaces to the top.

The ?well-being? of the poor is improved when they have household sewerage connections and running tap water they can trust. Period. Their lives are better when they have reliable electricity and when they can get get to a good road easily. Period. City dwellers want better public transport because they want better public transport. It means less waiting, less stress, more time for the important things in life. Studying the impact of infrastructure services is crucial to design and to investment prioritization.

But we don?t need regression analysis or experiments with control groups to grasp the truth of the importance of infrastructure services for the poor. They tell us themselves and, ultimately, this is the link between infrastructure and inclusiveness.

Wall Street rises on data, big Internet names curb Nasdaq (Reuters)

NEW YORK (Reuters) ? The Dow and S&P 500 rose on Thursday on stronger-than-expected economic data and German lawmakers' approval of new powers for the euro zone's crisis fund, while weakness in big-cap Internet names weighing on the Nasdaq.

The data showed modest improvement in the job market, as well as second-quarter economic growth and housing, although the stubbornly high U.S. unemployment rate presents a major hurdle for economic progress.

The U.S. Labor Department said initial applications for unemployment benefits fell to a five-month low last week.

Europe again averted disaster in its debt crisis when German deputies rallied behind Chancellor Angela Merkel to approve a stronger euro-zone bailout fund on Thursday.

"The vote in Germany was a cause for a lot of relief, but there will likely be more nervousness as we await a final resolution," said Roger Volz, director of cash equities at BGC Financial in New York.

The Dow Jones industrial average was up 168.51 points, or 1.53 percent, at 11,179.41. The Standard & Poor's 500 Index was up 12.31 points, or 1.07 percent, at 1,163.37. The Nasdaq Composite Index was up 5.20 points, or 0.21 percent, at 2,496.78.

Tech names pressured the Nasdaq, with Amazon.com Inc off 1.9 percent at $225.39 following a sharp rally in Wednesday's session. Advanced Micro Devices sank 12.9 percent to $5.35 after cutting its third-quarter revenue outlook, prompting many analysts to downgrade their views on the stock.

Other big-cap Internet names were also down. Netflix Inc sank 9 percent to $115.65 while Yahoo Inc lost 3.5 percent to $13.69 and Baidu Inc slid 6.9 percent to $112.96.

In other economic data, the Commerce Department said gross domestic product grew at an annual rate of 1.3 percent in the April-June quarter, up from the previously estimated 1.0 percent pace and helped by consumer spending and export growth.

The National Association of Realtors Pending Home Sales Index, based on contracts signed in August, fell 1.2 percent to 88.6, its lowest since April. Economists polled by Reuters ahead of the report were expecting sales to drop 1.8 percent.

Market volatility is likely to remain high as traders react to European headlines and attempt to gauge the commitment of governments and institutions as they work to prevent a Greek default. End-of-quarter repositioning will also influence market movement.

"We're getting a bounce now, but we could just as easily retest the bottom of our recent range as the top," Volz said. "Things are going to be messy for the next few days."

Also supporting equities were statements from Federal Reserve Chairman Ben Bernanke on Wednesday that the central bank might need to ease monetary policy further if inflation or inflation expectations fall significantly.

The benchmark S&P 500 index is expected to finish the year down for the first time in three years as an escalating European debt crisis and stalled U.S. economy led strategists to slash forecasts in the latest Reuters poll.

Hundreds of plants, animals up for new protections (AP)

BILLINGS, Mont. ? The Obama administration is taking steps to extend new federal protections to a list of imperiled animals and plants that reads like a manifest for Noah's Ark ? from the melodic golden-winged warbler and slow-moving gopher tortoise, to the slimy American eel and tiny Texas kangaroo rat.

Compelled by a pair of recent legal settlements, the effort in part targets species that have been mired in bureaucratic limbo even as they inch toward potential extinction. With a Friday deadline to act on more than 700 pending cases, the U.S. Fish and Wildlife Service already has issued decisions advancing more than 500 species toward potential new protections under the Endangered Species Act.

Observers said the agency's actions mark a breakthrough for a program long criticized by conservatives and liberals alike as cumbersome and slow. But most of the decisions made under the new settlements are preliminary, and key Republicans vowed Thursday to press forward with their plans to put the brakes on a law they blame for jeopardizing economic growth.

Still, said Patrick Parenteau, an environmental law professor at the Vermont Law School, "Here at a single glance, you see the sweep of the Endangered Species Act. They are moving through this large backlog at a fairly crisp clip now. This is the largest number of listing actions we've seen in a very long time, in decades."

Decisions on about 60 more species covered under the settlements are expected Friday, the Fish and Wildlife Service said.

The flurry of action could help revive President Barack Obama's standing among wildlife advocates upset over the administration's support for taking gray wolves off the endangered list in the Northern Rockies and Upper Great Lakes, among other issues.

It also could set the stage for a new round of disputes pitting conservation against development. In the Southeast, for example, water supplies already stretched thin could be further limited by constraints resulting from a host of new fish, salamanders, turtles and other aquatic creatures eligible for protections.

In response to the administration's decisions under the settlements, Republicans including U.S. Rep. Doc Hastings, chairman of the House Natural Resources Committee, repeated their call to overhaul the 37-year-old endangered act. The Washington state lawmaker is planning hearings this fall into what he characterizes as the law's failure.

"The ESA is unfortunately now used as a tool in costly lawsuits where politics trump science and jobs and economic prosperity are put in jeopardy," Hastings said Thursday.

Earlier this year, citing restrictions against development and other activities, GOP lawmakers unsuccessfully sought to strip the federal budget of money to list new species as threatened or endangered. The administration is seeking $25 million for the listing program in 2012, an 11 percent increase.

No projections were available for how much it would cost if hundreds more species were listed as threatened or endangered.

For those already listed, a 2006 study from the Government Accountability Office found projected recovery costs ranged widely ? from $125 million for the whooping crane, to $58,000 for the decurrent false aster, a type of flower. The GAO pegged the average cost for the species it examined at $15.9 million, with recoveries often lasting decades.

Determining the broader costs to the economy is more difficult. Lost jobs from restrictions placed on logging or agriculture might be offset by benefits to outdoor recreational industries like boating or fishing, said Jason Shogren, a natural resources professor in the economics department at the University of Wyoming.

Under the current settlements, only 13 new animals and plants have reached the final step and been added to the almost 1,400 species on the government's threatened and endangered list. Also, not every species made the cut to take the next step. Roughly 40 rejections have been meted out, including for plains bison, the giant Palouse earthworm of Idaho and Utah's Gila monster. Those rejections are subject to court challenges.

Among species that advanced for further consideration are 35 snails from Nevada's Great Basin, 82 crawfish from the Southeast, 99 Hawaiian plants and a motley cast of butterflies, birds, fish, beetles, frogs, lizards, mussels and more from every corner of the country.

Some have languished for decades on a "candidate list" of species the government says warrant protection but that it lacks the resources to help.

That deadline was established in a pair of settlements approved by U.S. District Judge Emmet Sullivan on Sept. 9. Those deals resolved multiple lawsuits brought against the Fish and Wildlife Service by Arizona-based Center for Biological Diversity and New Mexico-based WildEarth Guardians.

WildEarth Guardians' Mark Salvo said the agency's actions so far lend credence to claims that the affected species were in serious trouble.

"The science supports protecting these species," he said.

Fish and Wildlife Service director Dan Ashe praised the deal in a statement, referring to the Endangered Species Act as a "critical safety net for America's imperiled fish, wildlife and plants."

Agency spokeswoman Vanessa Kauffman said much of the work to comply with the settlements was well under way before the deals were finalized. The settlements also contained provisions to limit the number of petitions that can be filed by the two environmental groups if they want more animals and plants considered for protections.

Kauffman said that would free up agency staff to spend more time on species recovery.

Noah Greenwald with the Center for Biological Diversity said the Fish and Wildlife Service was making "substantial progress."

"This is what we were looking for ? starting to move species out of the pipeline into listing, and getting more species into the pipeline to get them under consideration," he said.

Under the settlements, the Fish and Wildlife Service put off decisions on some of the more contentious species, including greater sage grouse, the Pacific walrus and Sonoran desert tortoise. Those are due over the next several years and could have wide-ranging implications for oil and gas drilling, grazing and, in the case of the walrus, potentially for climate change policies.

Similar tensions have surfaced throughout the Endangered Species Act's history, from fights in the 1990s over the spotted owl and logging in the Pacific Northwest to recent clashes over how much undeveloped habitat threatened grizzly bears need.

But there are ways to work through those conflicts, said Thomas Lovejoy, with the Heinz Center in Washington. A former biodiversity adviser to the World Bank, Lovejoy pointed to the red-cockaded woodpecker, found in 11 southern and south-central states, and said recovery was being achieved even as development continues, under deals ensuring enough habitat is protected elsewhere.

"The first thing that will happen is people will look at this and say, `Oh my God, the slender salamander, what is that going to do for us?'" Lovejoy said. "It's not in every example the government tightens the screws."

'Next-generation' optical tweezers trap tightly without overheating

Engineers at Harvard have created a device that may make it easier to isolate and study tiny particles such as viruses.

Their plasmonic nanotweezers, revealed this month in Nature Communications, use light from a laser to trap nanoscale particles. The new device creates strong forces more efficiently than traditional optical tweezers and eliminates a problem that caused earlier setups to overheat.

"We can get beyond the limitations of conventional optical tweezers, exerting a larger force on a nanoparticle for the same laser power," says principal investigator Ken Crozier, Associate Professor of Electrical Engineering at the Harvard School of Engineering and Applied Sciences (SEAS).

"Until now, overheating has been a major problem with tweezers based on surface plasmons. What we've shown is that you can get beyond that limitation by building a plasmonic nanotweezer with an integrated heat sink."

Optical tweezers have been an essential tool in biophysics for several decades, often used for studying cellular components such as molecular motors. Researchers can trap and manipulate the proteins that whip a flagellum, for example, and measure the force of its swimming motion.

But optical tweezers have drawbacks and limits, so researchers like Crozier are perfecting what might be called the "next-generation" model: plasmonic nanotweezers.

To create conventional optical tweezers, which were invented at Bell Labs in the 1980s, scientists shine a laser through a microscope lens, which focuses it into a very tight spot. The light, which is made up of electromagnetic waves, creates a gradient force at that focused spot that can attract a tiny particle and hold it within the beam for a short period of time?until random motion, radiation pressure, or other forces knock it out.

The trouble with these optical tweezers is that a lens cannot focus the beam any smaller than half the wavelength of the light. If the targeted particle is much smaller than the focal spot, the trapping will be imprecise.

At the same time, the focal size limit places an upper limit on the gradient force that can be generated. A stronger force is necessary for trapping nanoscale particles, relative to larger, microscopic particles, so conventional optical tweezers must use a very high-powered laser to trap the tiniest targets.

To overcome these problems, researchers in applied physics discovered a few years ago that they could enhance the trapping field by focusing the laser onto an array of nanoscale gold disks. The light excites the electrons at the surface of the metal, creating rapid waves of electromagnetic charge called plasma oscillations, resulting in "hot spots" of enhanced fields around the edges of the disk.

In other researchers' designs, the tiny gold disks were arrayed on a sheet of glass, and the whole setup was submerged in water with the target particles. In tests with those devices, one problem was that the brightest hotspots were at the base of the pillars, partially inside the glass, where the particles could never be trapped. A bigger problem, as Crozier's team discovered, was that unless they kept the laser power very low, the water boiled.

The Harvard team has solved both problems by replacing the glass with a piece of silicon coated in copper and then gold, with raised gold pillars. These materials are much more thermally conductive than glass, so they act as a heat sink.

"The gold, copper, and silicon under the pillars act just like the heat sink attached to the chip in your PC, drawing the heat away," says lead author Kai Wang (Ph.D. '11), who completed the work at SEAS and is now a postdoctoral fellow at the Howard Hughes Medical Institute.

The new device reduces the water heating by about 100-fold and produces hotspots at the top edges of the pillars, where Crozier's team was able to trap polystyrene balls as small as 110 nanometers.

In an unusual twist, the team discovered that they were able to rotate the trapped particles around the pillars by rotating the linear polarizer on the optical table where they conducted the experiments. Going further, they replaced the linear polarizer with a circular one and found that the particle automatically and continuously traveled around the pillar.

As the electromagnetic field circled the pillar, it created an optical force that pushed the particle. Interestingly, despite the fact that the electromagnetic field traveled at about 1014 rotations per second, the balance between the optical force and the fluid drag resulted in a particle velocity of about 5 rotations per second, effectively a terminal velocity.

"This phenomenon seems to be entirely novel," says Crozier. "People have trapped particles before, but they've never done anything like that."

As tools for trapping and manipulating nanoparticles become more advanced, the potential applications in biophysics are extensive. One remaining challenge, however, is the researchers' ability to detect and quantify the motion of such tiny particles.

"It's going to be harder and harder to precisely track the center of the particle when we do these manipulations," says Crozier. "Progress in the realm of sensing tools will need to keep up."

Israel releases Palestinian reporter for Al Jazeera (Reuters)

JERUSALEM (Reuters) ? Israel freed a Palestinian correspondent for Al Jazeera from custody on Monday, saying he had confessed to links with Hamas and had received a suspended prison sentence.

Samer Allawi, a West Bank native and head of the Arabic satellite station's Kabul bureau, said after his release that his contacts with Palestinian Islamists were part of his work as a journalist.

Allawi, who was arrested on August 9 at the border crossing to Jordan after visiting family in the city of Nablus, accused Israel of using him to "extort" Al Jazeera.

The Qatar-based station's Jerusalem bureau has occasionally sparred with Israeli officials who accused it of bias.

Israel said Allawi was convicted by a military court of "conspiracy to provide a service for an outlawed organization" but, under a plea bargain, received a suspended 8-month jail term and was free to return to Afghanistan.

According to Israel's Shin Bet intelligence agency, Allawi confessed to enlisting in Hamas in Pakistan in 1993 and maintaining contacts with the group in Syria and the Gulf.

"Allawi agreed to carry out military or organizational activity as required by Hamas," the Shin Bet said in a statement.

This, the Shin Bet said, included bids to "exploit" Al Jazeera and bolster Hamas "by criticizing American actions in Afghanistan and voicing support for the Palestinian 'resistance.'"

Hamas, which won a Palestinian legislative election in 2006 and seized control of Gaza in a brief civil war a year later, is designated terrorist group by Israel, the United States and European Union.

Though it enjoys support from Muslims abroad, Hamas says its operations are limited to Israel and occupied Palestinian territory.

"There was no evidence against me," Allawi told Reuters upon returning to the West Bank. "The whole arrest episode was a charade aimed at extorting Al Jazeera. I was not the target."

He met with Hamas, Allawi said, because "I meet people everywhere from whom I can get the news."

The plea bargain included a 5,000 shekel ($1,351) fine, Allawi said. The Shin Bet would not comment on the amount.

Al-Jazeera's Jerusalem bureau, run by an Israeli Arab, was briefly boycotted in 2008 by government officials who accused it of reporting in favor of Hamas. The Islamists' Palestinian rivals in the secular Fatah movement have made similar complaints. Al Jazeera denied wrongdoing.

Unless you have an established banking relationship or collateral to put down, few banks or lenders are willing to make a loan without a personal guarantee of some sort. A home equity loan or line of credit is often the easiest way for a new business owner to acquire a sum of money that can be used to fund their business startup.

The Case against Home Equity Business Financing

Financial experts almost unanimously warn against using your home as financing for a business. It?s a risky move. If your business fails, you could be putting your home in danger. Since most entrepreneurs begin a business with the intent of supporting their families, does it really make sense to put your family?s biggest asset at risk?

On the other hand, your home is the biggest asset. Using it as collateral can be a very cost-effective way of financing a new beginning. Home equity loans often carry the lowest rates of interest of any other type of loan. Add to that the fact that many banks will require a personal guarantee for a business loan to a startup, and the effect is about the same. You?ll still be personally liable for paying the money back if your business fails.

1. Are you counting on the success of the business to pay back the loan?

A home equity loan makes sense if you need a chunk of money to purchase equipment and pay starting expenses. A home equity line of credit has a number of advantages over a closed-end loan under some conditions. While you may be paying slightly higher interest rates on a line of credit, one of the biggest advantages is the revolving feature. In other words, when you pay back money on a line of credit, it becomes available for you to borrow against again. A second advantage is that you?ll only be paying interest on what you actually owe. A home equity line of credit for business purposes is a good way to have cash in reserves for emergencies without having to pay interest on it until you use it.

3. Do you have an exit plan?

One of the biggest failings for most business owners is that they fail to plan for failure as well as success. We all hope that our businesses will be wildly successful, and it?s easy to make big plans based on that dream. But there?s a real danger in not planning what you?ll do in case of failure. At what point will you decide that enough is enough, and what steps will you take to get out with the least possible damage? Lying about your purpose for the loan could be construed as misrepresentation and open you to charges of fraud. Misrepresenting yourself could also negate the loan and call it due immediately.

A task I myself and many others often struggle with, after months of hard work in the gym or on the track its time to transfer all that hard work into practice and hopefully reap the rewards. No matter how many sessions you do off the court it all comes down to how you perform on it and you can be as fit as a fiddle but if you can't play squash what?s the point.

So after a solid twelve week block of training my priority was to use some of the improvements I have made off the court and start using them on the court. Obviously work still takes place on court over this period however it is usually a time away from competition and a rare opportunity to make some real changes to your game.

As I have mentioned in some of my previous blogs I have been training in Manchester working a lot on the physical aspects of my game alongside some technical work. A benefit of being up in Manchester this summer was that there were a lot of squads for both senior England players and academy players, I was fortunate enough to gain some exposure to some of the worlds leading players. One thing with squash not currently having the attention of other high profile sports is that there are no big egos and all the senior players male and female are easily approachable to ask questions on problems you might be having. It gave me a look at what it takes to hopefully get to that level and what it is they do to make them so good.

Obviously these hits were a massive help in sharpening me up ready for the new season, other methods I used were the obvious ones such as practice matches and smaller tournament which don't take to long out of training. These offer a chance to start to transfer and use some of the things you have been working on in a less controlled environment. However physiological it is often hard to replicate a competitive match environment with the outcome effecting your World Ranking. I know some players who put a wager on practice matches to make it more interesting, however I am not encouraging you to start gambling away your money.

A lot of it is just what works best for you, but I believe and think most players would agree you have to have some sort of recent competitive match player before you first tournament. This year my first tournament outside of England is over in Canada in London, Ontario a fantastic place, it was were I played my first PSA tournament last and a place which brings back fond memories. A tough tournament though and I go there with nothing expected of me as I am one of the lowest ranked players in the qualifying draw. But feeling good learnt a lot about myself this summer and feel ready to get back into tournaments.

'SVU' returns with arresting new approach

It?s been a busy summer for NBC?s long-running "Law & Order: SVU."

In April, "Lights Out" showrunner Warren Leight boarded the drama boarded the drama to replace long-time head Neal Baer, who opted to step down from the procedural after more than a decade with the series. Then in May, co-star Chris Meloni parted ways with the drama on which he starred for 12 seasons after contract negotiations broke down. Meanwhile, rumors swirled that Meloni's on-screen partner, Mariska Hargitay, would be reducing her time with the series to spend more time with her family and new adopted daughter.

Internet speculation then kicked into high gear with rumors about Jennifer Love Hewitt coming in as a second female lead as Emmy nominee Hargitay?s commitment was debated. Meanwhile, the series continued booking stars, enlisting Danny Pino and Kelli Giddish, and bringing back a few familiar faces as well as some notable guests like Andre Braugher.

The Hollywood Reportercaught up with Leight to discuss how all the changes will impact Season 13 ? which kicks off Wednesday ? how Hargitay?s Detective Olivia Benson will handle the departure of her long-time partner Elliot Stabler (Meloni) and if viewers can expect to see any "Lights Out" stars checking in.

THR: How have you been approaching taking over for Baer?

Leight: The show was running fine without me for 12 years and yet I feel things have to change because 12 years in you get a rejuvenator or you start losing ground. I have the sense that we needed to make changes. Then really before I began to explore how to go about that, Chris Meloni left the show. In some ways it made the task more apparent to everyone ? it could not be the same show because the co-star of the show was gone. Some of the questions that I was trying to figure out were forced. People cannot possibly interact the same way since Olivia?s partner is gone. In a way, it forced issues that I think probably needed to be dealt with early on. I believe 12 years in, the show had gotten into ? in a very natural way ? had evolved and certain patterns had set in and I was going to try and shake them up.

THR: When you boarded the show were you aware of the possibility that Meloni could exit?

Leight: No, no one ever tells you when you?re buying a car what?s wrong with it (laughs). I?ve worked with this organization before and everything always goes to the last minute and always settles. I had five years on "Law & Order: Criminal Intent" where we never knew if the show was coming back. My assumption was that these guys would play out the negotiation and eventually it would work out that Chris would come back, but that was wrong. At the end of the day Chris was ready to move on and that?s really what it was about.

THR: How did his departure change your approach?

Leight: Our first thought was: How do you replace Chris? And the answer was: you don?t. You don?t want somebody coming in and becoming Olivia?s new partner and trying to manufacture that sort of co-dependent relationship they had. In a big squad room where someone has had a partner for 12 years and they leave, they often are a bit of a lone wolf after that ? they don?t take to a new partner too quickly. Olivia and Elliot?s partnership was very a complicated, deep, emotional relationship and they completed each other in many ways. So to just say, ?OK, we?re going to swap him out and slug in another alpha male with whom Olivia can have an unrequited love? just seemed a non-starter for me.

I thought, let?s open the field up, let?s look at men and women. When we did auditions, two people popped and to my amazement, NBC and (creator) Dick Wolf were fine with hiring both. That really freed up the show and changed the patterns. Any dynamic after 12 years, people get relegated to certain roles, so Mariska?s character was sort of empathic and Chris was the angry guy. Now everybody has to figure out who they are and how they relate to everybody in different ways. With the old guard of Capt. Cragen (Dann Florek) and Fin (Ice-T) and Olivia, they?ve got two new detectives in the squad room along with Munch (Richard Belzer) so there will be moments where people are mentored, where they miss Elliot?s character.

I wanted new blood in that room, I didn?t want another alpha male guy. Danny?s character is new to the sex crimes unit and Kelli is new to New York. That?s fun to play with and they have two very different approaches to interrogations: hers is more analytical, his is more intuitive. He?s more like a jazz musician; she?s more like a classical musician.

THR: How will Stabler?s absence be addressed?

Leight: The first episode revolves around an Italian politician accused of raping an maid, which is the main story line but just as important as an emotional story line is the discussion of, ?Where is Elliot? Is Elliot coming back? And what is Olivia?s reaction to his absence?? In the old days of "Law & Order," you just slap a new guy in and move on. I don?t think that?s the right approach to this and we?re not doing it. His absence is a big part of the story line of the first episode and we will not be putting a new detective at his desk for the whole season. It?s a big change in the squad room and people will process it in different ways over time. Nobody gets partnered up right away, there?s rotating partners. Mariska will be with Danny and sometimes with Kelli, Mariska and Fin; we?ll pair them up in different ways.

THR: You?ve been very consistent this off-season on Twitter noting that Mariska Hargitay will be in all 22 episodes this season.

Leight: Have I? (Laughs.) It amazes me these rumors, I hate this about the Internet! Mariska will be in all 22; she?ll be much more present this year than she was last year. There were a lot of episodes she was barely part of last year where she?d in the first and last scenes. Capt. Cragen is also stronger this year and the squad room is under a lot of scrutiny and he has to step his game up to keep his guys in line. He?s much more engaged as a captain. Mariska will be there all 22; I don?t think Cragen is going anywhere on my watch. Rumors to the contrary are really annoying.

THR: And the rumors about Jennifer Love Hewitt coming aboard?

Leight: That was a great rumor but she will not be joining the show. She did a great job with her episode last year. I?ve got five detectives, a captain, district attorneys and a medical examiner, I have a nice ensemble. I liked writing for and working with an ensemble for "Lights Out" so one of the things I really wanted to do was return the ensemble feel to the show that?s been missing the last few years.

THR: How much of your desire to return the ensemble feel to the show was behind bringing back original cast members?

Leight: Diane Neal, Stephanie March, Munch is doing more, those guys haven?t been around as much as I think they could have been in the last few years. This has been a bizarre summer for cases that the SVU squad room would catch and a lot of them hinge on what happens in the courtroom and how it plays out between the D.A. and the defense attorneys. Neal, in real life, was a doctor before he was a showrunner so he naturally wrote more medically-oriented stories. I find the story lines this year were pulling more toward legal scenes than they have in the past and that allowed me the notion of bringing Stephanie and Diane back.

Story: Fall TV catch-up: What to expect when top shows return

This is the last "Law & Order" show on the air and this year there are more elements of the mothership in it than there has been in the past few years. There are interrogations that will remind "Criminal Intent" fans of the interrogations Vincent D?Onofrio and Kathryn Erbe used to do. With "In Treatment," I like getting into the psychology of the perps instead of just blaming them, so it?s a bit of a hybrid as opposed to pure "SVU;" there?s elements of the other shows popping up.

THR: Andre Braugher is also coming in, what can you share about his role?

Leight: Andre?s character comes in ? in the sixth episode ? and his back story is he was a very successful defense attorney for some very bad guys, like drug dealers and made a fortune and lost his soul in the process. Now he?s in this second stage of his life and trying to handle cases where defendants are not getting the representation they would if they were well off or had power. He?s trying to work off some of his guilt about what he?s done as a lawyer by taking on cases and challenging the authority of the NYPD and the D.A.?s Office; he?s almost a libertarian in the sense that he sees that the last 10 years have encroached upon civil liberties and the NYPD and the D.A.?s Office in his opinion have overreached and he?s trying to pull the scales back a bit toward the defense side. Even though he and Olivia are on the complete opposite side of almost all issues, they are both weary and true believers of their respective causes so they have some things in common.

THR: So he?s not a love interest for Olivia?

Leight: There was Internet speculation of romance, and that started before I?d written a word about the guy. They?re two very smart people who have been pushing uphill for a long time and share a sense of battle fatigue even though they?ve been on opposite sides of the battle. I don?t see a need for it to go there. There?s lots of different kinds of friendships and different ways that people relate. Unrequited love with your partner isn?t necessarily something she needs to replace right away. I like to watch what happens between the actors and it doesn?t matter what I think is going to happen. If things happen, you let the characters and the story take over and you see where it goes and let that dictate. On the other hand, I don?t think Olivia has to be single and miserable for the rest of her NYPD career. It might be nice to see a moment or two where her life is not singularly bleak.

THR: Along with the cast changes, there?s also the big move to Wednesday nights.

Leight: I don?t think about the time slot, I?ve got so many other guillotines. I wanted to make some changes. In basic ways, I think the show was working very well. Neal and I write very differently and I?m inheriting his characters and a squad room and a really interesting show to write for. It was made clear to me when I came in that if the show kept going the way it was, it only had a year, maybe two years, left in it. When the head of the network tells you that, that will be a good thing to listen to.

THR: Did you consider bringing "Lights Out" star Holt McCallany in?
Leight: I offered Holt one of the first 10 episodes early on that had a nice part all worked out and Holt picked up a movie. I?ll have to find another nice part for him. In fact, it?s been a good luck charm: I offered Stacy Keach ("Lights Out?s" Pops) a part and after accepting he got "Bourne Legacy." I offered Pablo Schreiber ("Lights Out?s" Johnny) a part and he got "A Gifted Man" as recurring. I was very close to that cast and I miss writing for them. Anytime there?s something in the right age and gender, I think I could use some of those guys. Every time I have so far, they?ve had offers they couldn?t refuse. I?m happy for all of them.
