George R.R. Martin took to dealing with his Internet fan base directly during a Google livestream yesterday. While most of the questions had to do with "A Song of Ice and Fire" and the HBO show it spawned, "Game of Thrones," Martin did address some of his more ... querulous readers as well.

For example, the fantasy author does not go on his fan boards, something we could have probably guessed from the way his publisher tries to keep people off of them.

"What if they're guessing the things I haven't revealed yet? What if they're guessing correctly? What if they come up with better ideas than the ones I have, do I steal them?" "It's one of the drawbacks of the whole Internet culture .. that you guys have created," he says, pointing at Googlers. "Something that previously one reader in 1000 would have guessed, and the other 999 would have no inkling... now that one person in a thousand puts it on an Internet message board ... and pretty soon half the readership, or at least the Internet savvy portion knows it."

Yes, blame Google for your woes, Martin. That should make your message boards light up like a Christmas tree. And just for those out there wondering, no, he doesn't have any plans for a prequel to "A Song of Ice and Fire." He still has two more books to write, dammit!

US judge tosses lawsuit blocking stem cell funds (AFP)

WASHINGTON (AFP) ? In a victory for President Barack Obama's administration, a US federal judge dismissed a lawsuit that had temporarily blocked government funding for embryonic stem cell research.

Wednesday's ruling was issued by Judge Royce Lamberth, who last year saw merit in the plaintiffs' case and stunned many scientists by ordering a halt to taxpayer spending on the research while the legal battle was resolved.

In the end, Lamberth, the chief judge of the US District Court for the District of Columbia, decided to uphold an appeals court decision in April that ruled against the plaintiffs, two scientists who argued it was illegal to use government cash for research that destroys human embryos.

His decision was immediately hailed by the National Institutes of Health, which allocated about $40 million to human embryonic stem cell research in 2010 and has set aside $125 million this year -- a tiny fraction of its $31 billion budget.

The White House also applauded the move, calling the ruling "good news" for people with Alzheimer's, Parkinson's or heart disease.

"President Obama is committed to supporting responsible stem cell research and today's ruling was another step in the right direction," said his deputy senior adviser Stephanie Cutter.

"While we don't know exactly what stem cell research will yield, scientists believe this research could treat or cure diseases that affect millions of Americans every year."

Obama lifted a ban on federal funding for the research in March 2009. His predecessor George W. Bush had blocked government funding for human embryonic stem cell research on new cell lines, citing religious grounds.

At issue in the latest court fight was a 1996 amendment to a US law called the Dickey-Wicker Amendment, which barred using taxpayer funds in research that destroys human embryos.

In August 2010, Lamberth took up a court challenge brought by a pair of scientists who opposed the research and issued an order to ban federal funding until the legal matter was sorted out.

A series of court decisions followed that temporarily lifted his ban.

Wednesday's summary judgment by Lamberth dismisses the case on the basis that the US government has defined the law as barring federal funding for the act of deriving stem cells from an embryo -- a process that involves the embryo's destruction -- but not any other form of research involving human embryonic stem cells.

Legal expert Abbe Gluck, an associate professor of law at Columbia University, told AFP the ruling was no surprise, given that the federal appellate court had already ruled the plaintiffs were unlikely to succeed.

"In April, the federal court of appeals vacated the 'freeze' on stem-cell research that the district court had previously granted, on the ground that the plaintiffs were unlikely to succeed on the merits of the ultimate case," she said.

"The core of that appellate holding was that the court should defer to the expert agency's -- here NIH's -- interpretation of the statute, and the district court essentially held today that it was bound by the higher court's ruling."

NIH director Francis Collins said his agency was "pleased with today's ruling. Responsible stem cell research has the potential to develop new treatments and ultimately save lives."

He added: "This ruling will help ensure this groundbreaking research can continue to move forward."

The American Association for the Advancement of Science, an international non-profit group that publishes the journal Science, also expressed support for Lamberth's decision.

"The scientific consensus is that embryonic stem cell research is an extremely promising approach to developing more effective diagnostics and treatments for devastating conditions such as diabetes, spinal cord injuries and Parkinson's disease," said chief executive Alan Leshner.

"Judge Lamberth's injunction last year threatened to cause real harm to researchers in this field and discourage the next generation of stem cell scientists."

The defense team for the scientists who brought the lawsuit said in a statement that they are "considering all options for appeal."

The first two US trials of human embryonic stem cells to treat paralysis and blindness in people were launched late last year, both by private companies that did not rely on federal funds.

Palestinians say October poll 'only in West Bank' (AFP)

RAMALLAH, Palestinian Territories (AFP) ? Palestinian local elections in October will only be held in the West Bank as Hamas is hampering preparations in Gaza, a senior electoral official said on Wednesday.

Speaking to AFP on condition of anonymity, the official said the government had informed the Central Elections Commission (CEC) of a decision taken earlier on Wednesday.

"The elections committee was informed today by the government that it had decided to hold municipal elections only in the West Bank on October 22," he said.

An official government statement was expected during the evening.

The issue was the subject of a special cabinet session earlier on Wednesday after the CEC sent a letter to say it was proving impossible to prepare for elections in the Hamas-run Gaza Strip, the official said.

"We sent a letter to the government to say we cannot work in Gaza to prepare for the elections.

"Until now, Hamas has prevented the elections committee from doing its work in Gaza. Our staff cannot work because our offices are closed and they have confiscated our cars," he said.

There was no immediate reaction from Hamas.

Local elections had originally been scheduled for July 9 but following a surprise reconciliation deal between Palestinian president Mahmud Abbas' Fatah movement and the rival Hamas which was signed in early May, the date was put back to October 22.

At the time, local development minister Khaled al-Qawasmeh said the decision was taken on the advice of the CEC, which said it would have been unable to organise simultaneous elections in the West Bank and the Gaza Strip by July.

The West Bank and Gaza Strip are separated by Israeli territory. The coastal strip is ruled by the Islamist Hamas movement, while the West Bank is under the Palestinian Authority, which is controlled by the secular Fatah movement. The two groups have been locked in a bitter dispute for years.

The dispute boiled over in 2007, a year after Hamas won a surprise victory in legislative elections, culminating in street battles between the two groups in Gaza.

Hamas wrested control of the strip from Fatah, leaving Abbas's party to run a parallel government unable to extend control beyond the West Bank.

In late April, the sides announced that they were ending their fight and would jointly appoint a caretaker government of independent delegates to prepare for general elections within a year.

But efforts to implement the unexpected deal have so far led nowhere, with each side blaming the other for an impasse reportedly caused by a disagreement between Fatah and Hamas over who will be interim prime minister.

The last time the Palestinians went to the polls was for parliamentary elections in 2006, which Hamas won by a landslide.

New parliamentary and presidential elections had been due to be held in January 2010 but the Palestinian Authority abandoned efforts to hold a vote after Hamas refused to organise one in Gaza.

Hospital spending down after Medicare drug coverage (Reuters)

NEW YORK (Reuters Health) ? After Medicare began covering prescription drugs in 2006, spending on hospital and nursing home stays appears to have dropped for seniors who had limited prior coverage.

That's the conclusion of a new report that hints Medicare Part D may have saved money by making it easier for chronically ill elderly people to manage their conditions.

"It seems to have helped keep seniors out of the hospitals, which has helped reduce spending," said Dr. J. Michael McWilliams of Harvard Medical School in Boston. "It's highly suggestive that Part D improves the cost-effectiveness of the Medicare program."

Part D was created under 2003 legislation and put into effect in January 2006. Some critics have complained the program lacks funding, while others have worried it will fuel the national debt.

In the wake of Part D, research shows elderly people use more medication and follow their prescriptions more closely. But the impact on non-drug spending has been less clear, according to the new report, published in the Journal of the American Medical Association. So McWilliams and his colleagues tried to find that out by linking drug coverage data from a national survey to Medicare claims from 2004 to 2007.

Among 6,001 beneficiaries, 42 percent told interviewers they were almost or completely covered, while the rest said they had limited drug coverage. Before Part D, spending on non-drug medical care appeared to be slightly higher for seniors with limited coverage, but from 2006 it was lower.

According to the researchers' calculations, beneficiaries with limited prior coverage spent $306 less per quarter following Part D than they would have been expected to given their prior spending. While there is no ironclad proof that reduction was due to the expanded coverage, McWilliams said it appears likely. The precise savings, however, are less certain.

"These reductions in nondrug spending suggest Part D may not have cost Medicare as much as was initially thought," he told Reuters Health.

The drop was largely explained by less spending on hospital and nursing home services. According to McWilliams, that suggests seniors see fewer complications for chronic diseases like diabetes or high blood pressure when they are able to manage them with medications.

"One direct implication is that closing the donut hole in the Part D benefits might help keep seniors out of the hospital," he said, referring to the gap between typical benefits and catastrophic coverage.

According to data from the Medicare Trustees, 34.5 million Americans were enrolled in Part D plans last year, receiving an average of $1,789 in benefits.

The Technology Pulse of Small Business

It would not be a stretch to say that small and medium-sized businesses (SMBs) form the backbone of the American economy. According to the Office of Advocacy of the U.S. Small Business Administration, small businesses represent 99.7 percent of the six million U.S. employer firms and create more than half of the non-farm private GDP. Clearly these smaller firms are a significant group, even if they do not necessarily generate the biggest headlines.

SMBs do not have the same resources for lobbying or marketing that large enterprises have, but there is still recognition that they have unique needs. Both the House and Senate have standing committees focused on small businesses, and many large vendors also have specialized parts of their organization for SMB sales and support. Technology is one of the key areas of interest for SMBs, since the proper use of technology can give a smaller business capabilities on par with a larger company.

CompTIA?s 3^rd Annual Small and Medium Business Technology Adoption Trends study surveyed 600 SMBs to learn about the current state of IT in these companies, their purchasing trends, and their familiarity with emerging tech topics. With IT budget increases averaging over 5 percent and one third of SMBs planning increases of 10 percent or more, there is plenty of opportunity to bring technology solutions to the small business sector.

Many IT projects compete for priority at small businesses, and building mobile solutions for customers and employees is near the top of the list. Thirty percent of the companies in our survey already have mobile solutions in place, with medium-sized companies leading the way. Another 35 percent want to build mobile solutions in the next year, with the adoption rate among smaller companies increasing dramatically.

Although mobile solutions entail software applications in addition to hardware, device usage and purchase plans also reflect a trend towards mobility. Thirty-seven percent of firms already have tablets in place as corporate devices, and another 37 percent plan to purchase tablets in the next year, making it the most popular device in purchase plans. Laptops and smartphones were the next most popular purchase choices, indicating a shift to a three-device system for many employees. In addition, SMBs are
dealing with the consumerization of IT, as 85 percent of companies see employee-owned devices being used for work.

Mobile solutions are just one example of a technology trend that is becoming more accessible to SMBs and giving them expanded capability. Cloud computing, social media, and business intelligence are also hot topics. WASHINGTON (Reuters) ? Here is what is happening on Monday as lawmakers try to close in on a deal to raise the $14.3 trillion U.S. debt limit by August 2 and avoid a credit default:

* The Democratic-led Senate and Republican-led House of Representatives consider rival plans this week to reduce the deficit and raise the debt ceiling.

* A plan being developed by Senate Majority Leader Harry Reid aims to raise the debt ceiling by $2.7 trillion, enough to cover the country's borrowing needs through the November 2012 elections. That would be paired with an equal amount of spending cuts over 10 years. The Social Security retirement program, the Medicare health insurance program for the elderly and disabled and the Medicaid health insurance program for the poor would be left untouched.

* A plan being developed by House Speaker John Boehner, the top Republican in Congress, involves a two-stage strategy. Congress would raise the debt limit by about $1 trillion before August 2, paired with a similar amount of spending cuts. Lawmakers would be given the task of writing a tax code overhaul and a plan to cut spending from Medicare, Medicaid and other benefit programs in order to win passage of a second increase in borrowing authority next year.

* Boehner plans to outline the proposal to his fellow Republicans at a closed-door session scheduled for 2 p.m. EDT

Rescue center in China nurses raptors back to life (AP)

BEIJING ? Each year the Beijing Raptors Rescue Center cares for and nurses back to health more than 300 injured birds that were rescued from the wild or turned in by their captors.

More than 43 types of raptors can be found in Beijing year-round, as the city falls along their migratory route. Some birds end up caught in traps that enthusiasts have set up, while others are injured by vehicles or predators.

The center, run by the nonprofit International Fund for Animal Welfare group, helps rehabilitate birds and prepares them for release back into the wild.

"Birds that are raised in captivity often have all sort of problems, for example their feathers don't grow," said Li Ying, the center's veterinarian. "If you want to release them into the wild again, it would take at least half a year, sometimes even longer."

Raptors often arrive at the center with illnesses such as a loss of feathers, foot infections, trauma and depression.

Owning birds such as pigeons, owls, falcons and varieties of raptors is not uncommon in China and it is not considered inhumane to cage and trap such wild birds.

In recent years, China has launched campaigns to kill tens of thousands of birds in an effort to curb bird flu after hundreds of fowl tested posted for the H5N1 virus.

Even though animal rights awareness is gaining more attention, China still has a shoddy record in this area. There is little animal welfare legislation, many zoos are poorly run and animal parts are traded for use in traditional medicine.

Asia stocks gain as US debt compromise anticipated (AP)

China's Shanghai Composite Index advanced 0.1 percent to 2,690.33. The index fell 3 percent Monday following a weekend high-speed train crash that killed at least 39 people.

Markets in Australia, Taiwan, Indonesia, Singapore and Thailand also rose, while the Philippines and New Zealand fell.

"Most investors view that at the last minute the two parties can get some sort of compromise," said Peter Lai, director at DBS Vickers in Hong Kong, explaining the resilience of Asian markets in the face of Washington's gridlock.

Democrats are seeking a combination of spending cuts and revenue increases to solve the debt crisis, while Republicans have vowed that any compromise must not include higher taxes.

The probability is increasing that the U.S. will see its AAA credit rating downgraded, Credit Agricole Corporate & Investment Bank said in a report.

But it added that a delay in reaching a compromise on the debt ceiling beyond the Aug. 2 deadline is not expected to lead to a default on U.S. Treasuries because the Treasury Department would prioritize its payments to make sure interest on its debt is paid.

Stocks were lackluster in Europe on Monday and fell on Wall Street after Republican and Democratic leaders offered competing proposals to avoid default.

The Dow Jones industrial average fell 88.36 points, or 0.7 percent, to close at 12,592.80, though pared earlier losses of 145 points. Broader indexes also fell, with the Standard & Poor's 500 index declining 0.6 percent to 1,337.43. The Nasdaq composite index lost 0.6 percent to 2,842.80.

In currencies, the dollar fell to 78.06 yen in Asia from 78.25 late Monday in New York. The euro strengthened to $1.4478 from $1.4380.

Benchmark oil for September delivery was up 23 cents to $99.43 a barrel in electronic trading on the New York Mercantile Exchange. Crude lost 67 cents to settle at $99.20 on Monday.

We all have an opinion about government regulating our live and impacting the freedoms we enjoy. Cambodian PM proposes troop pullout deal with Thailand (Reuters)

PHNOM PENH (Reuters) ? Cambodia's prime minister proposed Friday a deal with Thailand to simultaneously withdraw troops from a newly defined demilitarized zone, in compliance with a United Nations court ruling aimed at defusing tensions in a disputed border area.

Hun Sen said Cambodia wanted to respond quickly to Monday's verdict by the International Court of Justice in the Hague, which ordered troops from both countries to pull out of the territory around an 11th century temple to prevent further flare-ups.

Thai and Cambodian forces traded gunfire and shelling at two stretches of the 800 km (500 mile) frontier in February and April, killing a total of 18 people and displacing tens of thousands of villagers.

"Troop withdrawal must be done simultaneously. The ruling requires both sides to withdraw troops, not just Cambodia," Hun Sen said at a rare news conference that lasted two-and-a-half hours.

Indonesia, chairing the Association of South East Asian Nations (ASEAN), agreed in February to send 15 unarmed observers to preserve a ceasefire, but that mission never materialized and Thailand, and in particular its military, has been accused of dragging its feet on the issue.

Sovereignty of large stretches of the Thai-Cambodia border has been disputed since the French withdrew from Cambodia in the 1950s, with the Preah Vihear temple the thorniest subject.

The temple was awarded to Cambodia in a 1962 international court ruling but both nations lay claim to 4.6 sq km (2.5 sq miles) of land around it.

Hun Sen said both sides should cooperate fully with the observers, when deployed, and give details to the ICJ about the number and location of their military personnel. He did not propose a timeframe, but said talks should begin immediately.

Relations between the historic foes have been strained since Thai Prime Minister Abhisit Vejjajiva's government came to power in December 2008 and reversed a previous administration's decision to back Cambodia's listing of Preah Vihear as a UNESCO World Heritage site.

Hun Sen said he was looking forward to working with a new Thai government led by Prime Minister elect Yingluck Shinawatra, the sister of self-exiled former premier Thaksin Shinawatra, an ally of the long-serving Cambodian strongman.
